Dr. Luke is the CTPR Director and an Associate Professor of Community Health in Biostatistics at
Saint Louis University School of Public Health. He is also a member of the research faculty at the
Alvin J. Siteman Cancer Center at Washington University. His research interests include prevention
and policy program evaluation in tobacco, substance abuse, and mental illness, including recent
work in the areas of evaluation of state tobacco control programs, tobacco billboard advertising,
teen perceptions of smoking, and the relationship between tobacco control policies and smoking.
He has extensive expertise in the use of innovative quantitative and qualitative analytic methods,
with particular emphasis on cluster analysis and network analysis. His research has been funded by
the CDC, American Legacy Foundation, and the National Cancer Institute.

Daniel Gentry, PhD, MHA

Director of the MHA Program
Dan Gentry, Ph.D., MHA, is Associate Professor of Health Management and Policy at the Saint Louis University School of Public Health and Director of the University’s Master of Health Administration Program. Dr. Gentry holds a secondary appointment in the University’s Center for Health Care Ethics. His research and evaluation interests are focused on the financing, organization, and delivery of community-based prevention and care services; capacity building; prevention and care outcomes research; and health policy analysis. The majority of his funded projects over the past 10 years have focused on process and outcome evaluations of health policies or programs at the national, state, and local levels.

Ross Brownson

Prevention Research Center Director and Investigator
Dr. Brownson is the Director of the Prevention Research Center and Chair and Professor of Community Health at Saint Louis University School of Public Health. He serves as Co-Investigator of the Best Practices Project and the Economic Impact Project. Dr. Brownson's research interests include chronic disease epidemiology, tobacco use prevention, promotion of physical activity, and evaluation of community-level interventions. His tobacco policy research focuses on environmental tobacco smoke and he is a member of the Guide to Community Preventive Services Task Force.

Nancy Mueller
Assistant Director
Nancy Mueller is the Research Manager for the Center for Tobacco Policy Research at Saint Louis University. Nancy has been an investigator for several projects, including the evaluation of 18 state tobacco control programs across the U.S. and the development and testing of a school tobacco policy rating system. She also leads the training and technical assistance component of the evaluation for the Missouri Foundation for Health’s nine-year Tobacco Prevention and Cessation Initiative. Nancy holds masters degree in public health with an emphasis on Health Education/Health Promotion from the University of Texas School of Public Health. She has over 12 years of experience in program evaluation. Her knowledge and skills encompass qualitative methods and analysis, program and policy evaluation, needs assessment, survey development, and formative research.

Jenine Harris
Data Analyst
Dr. Harris serves as the Data Analyst for CTPR. Her primary responsibilities include collecting and analyzing data, developing and maintaining the CTPR website, and disseminating products and findings from the many ongoing CTPR projects. She completed the Biostatistics Ph.D. program at Saint Louis University in January, 2008. Her research interests are in network theory and analysis.

Stephanie Herbers
Evaluation Coordinator
Stephanie is the Evaluation Coordinator for CTPR’s evaluation of the Missouri Foundation for Health’s Tobacco Prevention and Cessation Initiative. Her primary responsibility is to coordinate the implementation of the evaluation plan for the overall initiative. Stephanie has been involved in several CTPR projects, including the evaluation of 18 state tobacco control programs (i.e., Best Practices and Project LEaP) and an assessment of Missouri’s strategic planning process for addressing tobacco-related disparities.
Her research and evaluation interests include the development and implementation of community-based services, designing and conducting mixed methods, and planning for program sustainability. In addition to her experience in tobacco prevention and control, Stephanie has been involved in the implementation and evaluation of community-based programs for older adults.

Tanya Montgomery
Data Manager
As the Data Manager, Tanya is responsible for the development of project databases and data entry protocol for CTPR. Tanya has played a major role in Project LeaP, including the management of the online data collection process and the dissemination of project results. Other interests include community-based health education and quality health care research among the underserved.

Sarah Shelton
Research Assistant
Sarah is a Research Assistant for Missouri Foundation for Health's Tobacco Prevention and Cessation Initiative evaluation being conducted by CTPR. Her primary responsibilities are to assist the Evaluation Coordinator in the implementation of the evaluation plan for the Initiative. Sarah is also pursuing her Masters of Public Health in Biostatistics and Epidemiology at Saint Louis University School of Public Health.

Abbey Small
Training and Technical Assistance Coordinator
Abbey is the Training and Technical Assistance Coordinator for Missouri Foundation for Health’s Tobacco Prevention and Cessation Initiative evaluation being conducted by CTPR. Her primary responsibilities are to support MFH’s regional and community grantees with the development and implementation of their internal evaluation efforts as well as plan the annual Summer Training Institute.
Abbey’s research interests include survey design, process evaluation and using mixed-methodology in the development of evaluation plans.
Her past research experience includes the evaluation of the quality of care and service delivery of HIV care services and prescription drug programs in Maryland and assessing the development and capacity of infant mortality monitoring systems.
